Haiti is a country where over 60 percent of the population lives under the poverty line, with over 75 percent living off of only 2 dollars per day and between 50 and 55 percent of the people live off of only 1 dollar a day. With prices the way they are, a deal to 43 dollars per stack of rice is not nearly enough to feed the thousands that are hungered.
This pricing deal by the Haitian government didn't come simply out of a good heart though, but to end riots that have been going on which have lead to several deaths in the country. The president, Rene Preval, is under severe scrutiny for his seemingly apathetic approach to the rising costs of food that is obviously too high for his country's people. He states that the world is having to sacrifice due to rising costs, and he will not lower food taxes.
Until this crisis comes under control, many will still live without the major staples of bread, cooking oil, rice etc and eventually become malnourished, sick, and possible starve, especially those living beneath the poverty line, this all includes the children who can't fend for themselves at all but are dependent on adults to support them.
